AI unit design

Just a small question. Does AI design units on the fly for itself or just using pre-made ones and that the player has made before?

Premade, although it also has access to some players don't get.

The AI does train different units situationally though, attempting counter strategies.

I'm still kinda surprised people haven't started releasing their Unit packs actually
