How to i install an xtremexp file or wut ever it is called!!! i am talkin about a windows xp skin plese help

Well, let's give it a go then. First, I assume you have WindowBlinds running on your machine. If not, you can't install it, anymore than you could read a Word document without having word on your machine.

Ok, go to wherever the file is downloaded. You should be able to install it simply by double clicking the file. Or open Display Properties and go to the appearance tab. The file you want should be listed there. Click and apply.

ok i have the program installed on my computer but whenever i double click on the file nothing comes up!! can u tell me why that happens??

Look at the Windows Display Dialog box. Along with the Background, Appearances, and Settings tabs, there should now be a new tab called Skins. From there you can select the skin you want to activate then press the apply button.
