TRANSPARENT XP o/s???

I recently was shown a picture of the 98 operating system with a completely transparent foreground... i.e. start bar, win amp, and aim. I just wanted to know if there is an XP version of this... if not i would like to know how to use this on 98... please help!

I don't think 98 can do transparent anything.

98 can do "some" transparent things, but not like 2000/XP.
