I'm playing Pariden now and this tech is available. Is this intentional?

Yes, its for either alliance (wildland allies is empire only).

I thik it's a random tech, and I guess it could be used to buff wildlings which are kingdom only. MAybe other thingks like the knights too.

I only ever saw it, when playing an empire faction. Must have just been a bad roll on the RNG then.
