Never thought I'd hear myself say that. I'm winning on the "land grab" battles even on Expert now.
It is spamming pioneers, but cannot make them fast enough. Production got nerfed for everyone, and the AI is really nowhere as good as a player at adapting to the scarcity. Thus, unless you are playing at levels where the AI gets high bonuses to its economy, the AI is starved for production.
