Problems with Windows post installation

My entire system has gone straight into the toilet after one long night's session on my computer with window blinds on it. After about 2 days of haggling, I finally got it back to a decent workable state but everytime I try to shutdown using the standard shutdown, it gives me a program stuck message with this as the header:
Notification Wnd for RNAdmin
Can anyone tell me what the hell this is and/or how to fix it? I think it's not working on my system because not only will it not shut down properly until it's stopped hard but my entire system has slowed down considerably. Help!!
