Why can't culture travel through wormholes?
Because I seriously doubt that you are going to get your cell phone reception through that wormhole
Tourist ships probably can't go through wormholes on a regular basis.

You need research to travel through a wormhole. Would be rather strange if culture did while your ships couldn't.
