Coronata Titan repossession glitch?

So I was just playing a game where with my Coronata Titan I was able to capture two enemy planets flagged as containing an artifact. I thought the repossession ability couldn't do that? Am I missing something or is this a known issue? I'd just thought I'd let you guys know if it is a glitch.

Not a bug- Repossession cannot capture capital planets or planets with artifacts. This was made the case to prevent it from unbalancing games in the capital planet victory and artfact world victory game types.

So it can only not capture those in those game types?

It cannot capture a HOME planet or the OCCUPATION planet (victory mode).
