Anyone know how to use or what program uses the theme.ini file or what program sets up the theme to change the welcome screen?

Both!! I just got this background and welcome screen package of a cat... (not sure who made it, but it sweet and credit goes to him) and I wanted to set it but I don't know how. The descernable files are the image files and then a Theme.ini, there also is a UIFILE.txt but its blank.
