WinAmp skins

I am looking to make some WinAmp skins. What are the best tools to use to make them. Are there any programs that are fairly easy to use to cusomize each piece of the skin?

Adobe Photoshop is the best bmp editor in my opinion but there are several others that do a fine job also. Paint Shop Pro is the most popular because it's a great low-priced alternative to PS. Corel PhotoPaint is an excellent paint program too. And of course, there's the Gimp which is free.

A word to the wise - check out some of the tutorials that are out there on skinning Winamp. Not only will they give you a great big headstart, but they'll probably save you some headaches with the idiosyncrasies it has.
