lag isues

i have recently pre ordered sins rebellion. i played a couple games and i experienced heavy lag, both on single on multi. i turned the graphics all the way down and i still lagged. this is very bad because i could play diplomacy on all high settings and i did not lag. does anyone else experience heavy lag with the game?
If Diplomacy runs fine on your machine I would recommend verifying the cache integrity of Rebellion on Steam. Maybe you had bad luck with an update. If that does not solve the problem, I don't really know what ould have caused it to be honest... 
Verifying your cache integrity makes sure all files are up to date and not broken or from an older version of the game. In case some files need to be replaced Steam will automatically do so when verifying the cache integrity. I recommend trying it. Like I said, if it doesn't solve your problem I don't know how else I can help you. Do take a look at the Known Issues sticky thread by Yarlen additional information.
Go to your Steam Library and right-click on Sins of a Solar Empire: Rebellion, then select Properties. Click the Local Files tab and then Verify Integrity of Game Cache.
