BUG: Game crashes when offering mission to pirates

In my current 6-way FFA game, I clicked "offer mission to pirates" after researching the tech, and the game crashes immediately after clicking it.  I tried a few more times - same outcome.

 

In my previous game, I was able to offer missions to them.  Not sure what caused it to bug out, but it seems like it will act this way the entire game.

Yep, a known bug.

I cannot even give missions to pirates since the button says, "Not enough cash" even with $20,000.
