But you'll need the program CursorFX to apply it: https://www.stardock.com/products/cursorfx/
and then use the pointer effects for that sort of tail.
The trail in the video is called Magical, and can be used with any cursor applied with the paid version of Cursor FX. You can also change the color of your cursor, resize it, etc.
I kinda found that out when I looked to see if CFX has that effect. When I tried to apply I got the upgrade window.
