faction relations diplomacy modifier

After playing a lot of the beta, ive had a a lot of trouble trying to play with any kind of diplomacy, unless they are both the same race and faction as me. I think it stems from the new faction relations modifier. It seems way too high and kind of makes diplomacy useless. Plus there is no research letting you bypass it. I understand that tec rebs should have a big modifier against any alien (due to thier xenophobia), but -10?! its a little extreme and impossible to overcome, even if your attacking thier enemy and doing thier missions. And loyalist should have very little impediment to making peace with reb advent or vasari, since both have shown a willingness for peace. I think the faction relations modifier should be toned way down and add a high level tech that can overcome it. like if your advent rebels, tec rebs should be -5 and loyalist -2. Otherwise you have hamstrung anyone who uses diplo in thier stratagies

I'm fairly certain TEC Loyalists have a -1.35 initial standing towards the Advent Rebels, very easy to overcome. They'll probably have even better standings with the Vasari Rebels.

TEC Rebels have horrendous standings with everyone, such is the price of being a racist aggressive lynch mob that teams up with pirates.

Funny thing is, despite all that, you are more likely to actually go and research some stuff from their Diplomatic Tree than for other factions, thanks to the things like Truce Amongst Rogues, Pirate Mercenaries or the Liberated stuff....

I just played a game as advent rebs and the tec loyalist in the game showed a -5 faction modifier. even with diplo research i couldn't surpass it to get a ceasefire before someone else in the game killed them

 

even if it is only 1.35 i still would like to see research that lets you mitigate some of that factional mistrust

As far as i can tell the "race relations" research all the races have effects only the "Racial inclanation" modifier and has no effect on the Faction relations modifier (its a new one on the list). Am I missing somthing?
