First...lose the caps...
Second...XP and 2K both handle 16bit apps via wowexec.exe.
You won't get a Dos application running in XP/2K but if there is a compatability issue in XP you can make it 'emulate' an older OS via 'Compatability Mode'...right-click on the proggy and select 'Properties'...

Also, trying getting the latest Windows XP update through Windows Update. It resolves more compatibility issues with some legacy software.

Well, I don't think WinXP can run DOS programs at all. You can emulate 95, 98, nt, or any other windowses, but you cannot run DOS.

If your proggy is a Dos one, then it won't run in XP.

I've installed the retail of Counter-Strike (HalfLife) on XP a number of times without incident. If you are trying to launch a 16bit setup, it could cause problems, check if there's a launch for a 32 bit setup anywhere on the disc. If it's not specific about the setup you're trying to launch being 16bit, I'd reformat and try again if I were you.
