Display Panel Problems with WB3

What is the Tweak to Skin the Display Properties Panel in Windows? i remember that you had to add a single lin of text but all i remember was that something had to equal 1.Any help out there would be appreciated. Thank You

Add this to your WB.ini under [global]
SkinDisplay=1 which is located in your windows directory.
Or modify the line to =1 not =0
