If the skin is in WBA format, double click on it so it'll be added to your skins list. If it's in zip format, click the "Add" button next to the skin list menu.

On the "appearance" tab, click the WindowBlinds button.
On the "settings" scroll to the last section (Enhance Desktop elements) and tick "apply any wallpaper supplied"

If there is any wallpaper inside the zip, but it may not exist, the authors not submit it always.

The settings tab is the top one on the WindowBlinds menu.
You can try right-clicking the WindowBlinds icon on the taskbar.

You need to exclude ICQ and ICQ Plus from being skinned by WB.....you can configure that in the WB settings as well...[Per App]...

how can I exclude???......when i cant get icq to run when i have icqplus on my computer?.....i had to un-install icqplus in order to load icq again

You have to exclude the executable vplus.exe, as well as icq.exe. Go to the WindowBlinds configuration panel (click WindowBlinds in display properties), select Per Application, Add per app setting, and add vplus.exe.
