A lot depends on what OS you're on, and if both partitions are ntfs, FAT32 (or 64), or what.

You need to have the partitions not currently in use (to use the MS tool), or have a good Partition Tool.

Here are some good ones:

Here's a good (now free) one (which has a slew of other features and tuts on EaseUS's website) which I reviewed here: http://drjbhl.joeuser.com/article/413082/EaseUS_Partition_Manager_Pro_now_updated_to_91Excellent_must_have_tool_and_

and is available on the EaseUS website (http://easeus.com/download.htm just scroll down to the bottom half of the page and it's on the top of the list) and here: http://www.majorgeeks.com/EASEUS_Partition_Master_Home_Edition_d5967.html

EaseUS Partition Manager Pro is what I use. Very good software and easy to understand and use. I've created, shrunk, expaned and deleted partitions with it with no problems. It's always a good idea to make a full backup before messing with partitions though, "just in case"
