Well, I always thought it'd be interesting if they sort of did what Gal Civ II did...that game had military, economic, and cultural SBs...
Military would be like they are now more or less...economic is pretty easy, just take all the non-military upgrades...cultural would be rough to implement...might be best to build them as "embassies" of sort on other player's HWs...so, instead of having 8 envoys, you just build one embassy SB that does all the work (this would be similar to what Goa has done in his enhanced 4x mod)....
What I'd most like to see is simply two different slot limitations on SBs...instead of just an 8 slot max, I'd like maybe a 6-8 military slot max and a 3 or 4 economic slot max...that way, putting things like trade ports or colony pods doesn't limit the amount of military upgrades you can have (but you still can't have all the military upgrades)...don't hold those numbers to me, I just threw them out there...but it would be a nice touch...
