Given the initiative penalties which have been added to heavy armour, plus the extreme weight, how are people outfitting their plate-wearing armies?

I don't use plate. It's not worth it.

i use plate on my tanks, its the best option since tanks dont really need much initiative

I bypass plate in favor of magical plate. Plate isn't usable for Tarth. You need more strength.
