1. How do I figure out who cast curse City on my city?
2. Can I get rid of it somehow, short of completely annihilating the offending empire?

So far as I've seen, you'll have to keep you eye out for the popup saying so-and-so cursed city xxxx.
Only way I've found is to eliminate the caster, unless there is some other way, treaties don't work, and they DON'T have to be at war with you to cast spells on your cities.
