I found this theme online but I don't know the parts to make it. If someone can help it'll be much appreciated thanks.

As it's an existing theme, I think permission from the original creator would be required before it could be made again by anyone else. I'm assuming at this point that it's not a Windowblind. Do you have any other information about the skin, such as its name, and where you got the image from?
If I am correctly interpreting what you want:
The visual style is easily done with WindowBlinds. There is a free trial available. I don't know if that one is indeed a WB, but you can find many, many more similar to it here at WC. Black/Grey-Blue is a popular color combination.
The dock at the bottom can be done with the free version of ObjectDock.
If you do not have these programs, I highly recommend that you try them out. If you need help setting things up or using the software, just ask here.

That sort of looks to me like ubuntu 11, a WB's Theme by Master Skinner 2of3.
