Why WindowBlinds for XP?

I'm still at a loss... why would Windowblinds be needed under WinXP? Isn't the GUI already skinnable?

Anyone know if/where one might find XP skins (besides MS Plus XP)?

XP isn't skinnable unless you put WindowBlinds XP on.
