does anyone know how to increase the number of starbase upgrades, if so how?

I have a feeling it's in the ENTRIY files but i don't know where

modding

StarBase(faction).entity file

You'll find that line just above the upgrade types and mesh list.

am i missing software or something, because it's all jumbled up and instead of numbers for upgrade abilities, its all different symbols...
