[1.19m] Buying from Neutral Shops When ZOC's Expand Bug

Ordinarily a player can't buy from an enemy faction's shop (if neutral) because they can't enter the faction's ZOC. However, if the ZOC expands the game gives the option to buy from their shop. Note: disregard the unique items in this shop, playtesting a mod atm. Regardless I know this loophole exists in all versions of the game.
