Help:Icon Program

Hey guys,I wanted to know if you all could recomend an easy to use icon maker.I have the pictures that I want to turn into icons,I just need a program that would help me put them into an icon file.Does anybody know of a begginer friendly program like that?Any help would be great,thanks.

Be aware that the current version IconDeveloper isn't working for some people. When I (and others) try to save an .ico file from a converted png, all I get is a huge blank file, that doesn't work.
