Eon, if you are reffering to application skins, you'll need a graphic program. eg. PhotoShop, PaintShop, Corel Draw, etc.

If you are reffering to changing the overall look of your desktop, you'll need a few programs. eg, WindowBlinds, CursorXP, IconPackager, etc.

EonShadow, you need to fireup paint, then go to file, new, then go to: Create random awesome skin.
Thats the trick
