When I edit my stuff like animated wallpapers and themes what is all going to change for everyone and what is just going to change for my user... I would like to only edit my user and is there a way possible to change it like that or is it already like that?
Not quite sure what you're asking. When you say "edit" an animated wallpaper - If you mean actually go into DreamMaker and make changes to an existing animated wallpaper and then save those changes, any user that loads the changed dream will then see those changes. If you mean just going into DeskScapes Configuration and selecting a different dream, or apply a DeskScapes Configuration filter to a dream, those settings will only apply to the currently logged in user.
Same type thing applies to WindowBlinds themes. If you actually edit and save the skin in SkinStudio, or change System Colors in Windowblinds Configuration, you are actually changing the skin and any user who then loads the skin will see those changes. If you just mean select a different skin within WindowBlinds Configuration, that selection only applies to the currently logged in user.

If I put an animated wallpaper on, change cursor, theme, anything I could pick on this site would it only put that for my user?
They go into the shared directory, any user would typically have access to them. When you apply them, they only apply on the current user. An exception to that is icon packager icons - some icons will carry down from the Admin user to the limited users and the limited users will not be able to change them.
