DID IE9 Drag area change ?

while i was surfing today i noticed that my IE wasnt responding correctly while i wanted to move it around the desktop.
I normaly switch monitors while working in zbrush so i tried to drag the window to the other side of the monitor like 3 times and it did not move. So i had a look at it, i noticed that the top window part isnt the drag area anymore the drag area is now located beetween the movement buttons and the opened tabs is this only happending to me or did you also experience these changes?
