taking planets

I'm trying to think of a way to conquer a planet without bombing it ...is it possible to give a capital ship an ability, so that when it enters an enemy system, the culture of the enemy planet starts dropping, so after about 10 minutes the enemy planet becomes neutral ?cause it would work great with a "blockade" ability and an "embargo" ability

Sounds like what the Advent super weapon does, Check out the 

"AbilityPsiOrbitalCannon" file & its buff file. You might be able to craft something similar to do what you want.

SuperZERO0 is right. You have to find some way to culturally flip the planet and the only thing that can do that (potentially) is the Advent Super Weapon.

Actually, you just need to use a passive ability to either cause the ship to spread your own culture, or to have it decrease the allegiance of enemy planets it's stationed in.

exactly...."have it decrease the allegiance of enemy planet it's stationed in"...that's exactly what I want..but I got another problem...I don't know how to mod abilities..I only figured out how to mod ship entily files, or how to add a new ship or a new race  ..so I only know how to modify existing stuff...I dont know how to "make" stuff, how to program a new ability..I know it's not that hard...but..can anybody help me out?...just help me out with a few "lines"..and I'll figure out where to "put" them in an entity file..thank you..

Download project equilibrium for an example. I made a change to the Advent's cultural assistance for that mod to spread a small amount of culture. You can also fire the culture bomb which is more fun. I do that in my Sins of the Fallen mod with the Plauge colony capital. Culture flipping will probably take a long time though and may still require you to having normal siege ships, though you could reduce the population kills to zero and only focus on planet health.

Also there is not a modifier to reduce allegiance, there is only a modifier to RestoreAllegiance for buffs.
