Sound Packager simply won't run

As subject says. I have installed and uninstalled several times using Impulse as well as the separate installer. Everything seems to work fine until I attempt to run it. I get the following error:

Only thing that I know is that it won't run on XP under a limited user logon.  So whichever Win version you're running, try it with full admin user rights or "run elevated" or such and see if it works.

Also might want to make sure you have anti-virus temporarily disabled when you install it.

I'm using the main Admin account, the master of all admins in the history of Windows, so I'm sure there's no problem there.

I'm using Windows 7 Ultimate x64. I don't see how the Anti-Virus kicks in, but I made sure to test that and it makes no difference.
