Decompression error

Alright, so i keep getting this Decompression error everytime i try to update impulse or a game
Decompression Error

1 is not a supported code page.
Parameter name: codepage

(Impulse(Main))

And I've read that i need to go to preferences->Folders and then change my Temporary Files location into D:\
And I've tried that, but nothing seems to be working, i keep getting the same error.
Been trying to fix the problem for sometime now, can I please get some help?

I'd advise opening a ticket at [email protected] and wait patiently for them to respond. They are on vacation until 1/3/11 and will have a good deal of accumulated "Help!" requests, so put in as much info/screenshots, registration info. etc. as you can and don't resend the request as it will kick you back to the end of the queue.
