What's the difference between population and citizens?
I have 20 population in my city, but -10 citizens. What does this mean?
Stardock will be closed for the week starting on Monday, June 29th and we will be returning on Monday, July 6th. We will be monitoring support tickets and forums during this time but expect delays in responses during this time.

It means you have buildings that are taking or using up 10 citizens. Some(if not all) buildings now use your population as a resource and the ones I have seen take 5 each. So you have a pop of 20, but only 10 left for other buildings now...but dont worry, your population will go up and that will give yo more citizens to use in buildings or what not.
