It was broken before and in that case you could still upload from https://www.joeuser.com/.

Edit: I just tried it and it still works there.

Can you guys try doing a hard refresh (Ctrl + F5) on that page?  I am unable to recreate the issue, so it may be that your CSS/JS is out of date.

Tools > Clear Recent History > cookies, cache & site preferences..........hopefully that should do it

I had to use the joeuser.com trick as well.
