Found Relias and his wife just standing there after I'd already wandered around quite a bit and founded a few cities.

Experimented a bit on this and found that Relias was apparently blocked by the goodies around him. Once I picked them up he went on to found a town in the location just south of his starting square.
Interesting find. I've also has my share of enemy sovereigns not founding cities and ending up rather pathetic. Hopefully this will help in fixing the issues.
I've had this once as well. And another time, one of the sovereigns didn't found a town and apparently died fighting some random mob.
