Chapter 7 - where the heck is the boat?

On Chapter 7 - where you need a boat to progress, as the way is blocked. For the life of me I can't find the silly thing (or figure out how to buy / summon one). I've searched the boards - and I see a lot of posts with people having issues once they have the boat - but nothing that indicates how to get the boat in the first place.
