Iconpackager, Build View. Some icons won't change.

I've seen this question asked but never answered. Why are some of the icons that I assign reverting back to a previous state? Some go to windows default, others go to previous packages that I've loaded. Prior to building, I restored all my icons to windows default, if that means anything.
