What are the dimentions for....

...the top image on the start menu? (Part that displays your user picture)

I'm making a new windowblind and I cant seem to get it to show without having lots of little 'irregularites' from the image resizing itself...

TIP: Small tip for the Start Menu usericon in XP.
The size of the image is 48x48, so keep that in mind if you're trying to blend in or line up your user icon on a skin, and you're having problems.
A lot of people assume it to be 50x50, which can give you a real headache if the icon is a matching one for the skin, and you want to blend it in.

the whole top panel is 380 wide and however tall you want it to be.

actually I take back what I said. the top panels size can be set in both dimensions.

EH, look at this https://www.wincustomize.com/skins.asp?library=18&SkinID=608 and you'll see what the standard size is for all the parts of the start panel, although you can adjust the different parts to different sizes as Travis said.
