tec anti-allegiance ability?

i am playing a game as tec against 2 tec ais, and all of my planets' allegiances are 50% or less, even the ones receiving my culture from multiple directions. how did they do this and how do i fix it?

they also appeared to bring down my money level substantially even though i had many trade ports and developed populations; for a small period of time whenever it got to 1000 (selling crystal and metal) it dropped to 100, then it just remained at zero until it started growing slowly again.

also, i built a novalith at one of my planets and the fire ability doesn't show up when i click it

How far away are these planets from your capital? The further away it is the less allegiance you will get. The wiki post on culture gives you a guide to how much allegiance a planet looses. So shift your capital to about the center of your control to increase allegiance to more planets.

For the Novalith Cannon check that its not in cool down, its on autocast after construction and check the amount of antimatter it has.

all my planets are affected including my capital and those adjacent to it

by the novalith fire ability not coming up, i mean that it's not even on the "control panel", there's nothing there except a "stop" option

That MOST PROBABLY means you don't curretly have 8 military labs required;

Allegiance drops to as low as 25% based on distance from your capital, and for TEC you can only get +10% from culture.  For a sufficient distance from your capital, less than 50% loyalty is very normal.  However, if it's close in proximity to your capital, there is only one culprit: enemy culture.  This can reduce the loyalty of any of your planets, and if loyalty reaches zero you lose control of the planet completely as if it was bombed out.  To fight enemy culture, you need culture of your own, and that means building broadcast centers as TEC.

As far as your Novalith goes, you lose the ability to shoot if you no longer have 8 military labs.  I'm suspecting based on what you're saying that your empire is actually very small (maybe only 5 or 6 planets) and you barely have enough room for all your labs and factories, let alone broadcast centers, trade ports, and refineries.  Normally such small empires have no business with Novalith Cannons or other high-level technologies, and you'd be much better served by a conventional military.
