I started a town near fertile land, but cannot build a farm. I believe it is because the fertile land is on the side of a mountain.
Obviously you have to research terrace farming

Seriously, I have seen instances of huts, etc. on top of a mountain. The fertile land is supposed to be on flat land, so that sounds like a bug. Could you provide a screenshot?
Others have also noted difficulties getting farms to become available for construction, so the slope is probably not related to this.
