Nerfed Pirates Mod -- any volunteers to create one?

Over the past couple weeks I have read a number of posts where single players complain about the strength of the Diplomacy pirates.  It seems like it shouldn't be too hard for an experienced modder to make a mod that would weaken them.  Would anyone like to volunteer to create a "Nerfed Pirates" mod for Diplomacy?

OK, great.  Now I'll know what to post whenever someone complains about the pirates: "Go find one of the pirates nerfing mods."
