Tech tree question

Is it possible to achieve a tech without having the pre requisite? (I.E. get phasers on trade without developing weapons teory) If so who prefer ( like me) develop all tech lines has not a good strategy.Thank you

It is possible to trade for techs without pre-requistes, ie you can get phasers without weapon theory.
