[.803][Bug/Gameplay] Ship speed is hindered by passengers

Ships with passengers act like a normal army stack meaning that they can only move at the speed of the slowest unit. They should always be able to move at the speed of the transport (being riding on the ship and all).

Certainly not! I keep my sov on a steady diet of vegetables, fruit, and horse. She also gets plenty of exercise running around the world and thwacking monsters with her sword.
