I have all the resource and the tech searched, yet can't build the granary in MOST of my cities. Can't figure out why and even if not a bug (there was a reason) interface should let me know why.
Haa, ok, that kind of make sense. Still, I think the UI should let you know why it's grayed out if you click on it. It's already telling you if you're missing gold, material or space.
