Can anyone tell me what this is? I can't find anything in the manual, tutorial, or searching the forums.
Clicking on the right part of it costs credits, but what does it do?

That's probably the quick "place bounty" button. It allows you to quickly place more bounty on the player with the highest amount who isn't one of your allies. If you play with pirates off it pretty much does nothing.
Its the pirate bounty button. It show who has the most bounty on them currently and clicking the button will add bounty to that player.
The bar below it is the timer till next pirate raid.
