Where are the logon screen scrollbars

I created a few bogus users on my system expecting to see scrollbars on the logon screen for the user accounts.
Is this not what the scroll bars are for or is there something different with my system?
This is the case with the default LogonStudio logo screen and even after restoring the original XP logon screen.
Where are the scrollbars, and what are they used for?
