Playing a 6 player FFA against 5 hard AI, with 4 AI and pirates dead, the one remaining still spends bounty money for my head.
If it's multi-star then that's why, there's probably another base at another star.

Nope, it's a single star scenario and the pirate portrait is broken, which I assume means no more raids.
You may also have been playing against an Advent opponent that had Karmic Retribution researched.
That may be possible. The player is dead but I'm killing its trader ships for the achievement!
