build your own culture towers, they are known as broadcast towers for TEC

Revolts are caused by long-term exposure to enemy culture.  In the short-term, you can station friendly capital ships on the planet, or attempt to destroy the offending enemy structure producing the culture.  In the long-term, your only option is to produce culture of your own.

The auxiliary government upgrade on the starbase only protects from bombardment.  It does not protect from culture-based revolts.

Have you ever noticed lines of color slowly creeping down phase lines?  (In your case, it would be the enemies' colors.)  That's called culture.  Culture is a very important part of Sins.  Friendly culture can increase the Allegiance on you planet (which is the percentage of the maximum amount of mineral extraction and taxes that planet earns for you) while enemy culture decreases it.  When the allegiance on your planet drops to zero then you lose the planet.  Also, if you fight in a gravity well with friendly culture, your fleet receives a boost of some sort.  Vasari gets a damage boost.  TEC gets an antimatter regeneration boost.  Advent gets a shield mitigation boost.  The other thing to remember about culture is that you cannot colonize a planet that is surrounced by enemy culture.

Moral of the story--consider building a few culture centers of your own at strategically chosen places.
