Raloz Constuctor - Where is it?

Hello,

Can someone please help me. I've reseached the Raloz Constructor in the tech tree. Research is complete, but I can't find how to make one. I looked in the frigate and capital ship factories and don't see anything.....Can someone please tell me where to make a Raloz Constructor?
