Odd keyboard problem

About a month ago, I began to experience a problem with my keyboard. For some reason whenever I entered a game that would require me to use the arrows keys for any reason, the arrows keys would lock. If I pressed down the right key, it would act as if I was holding the key down until I pressed it again. This would happen in any program that uses the arrows keys. I spent a good amount of time try to figure out the problem by checking the registry, reinstalling any keyboard software, using different keyboards, and virtually anything else I could think of. Eventually I decided to simply do a fresh windows install that fixed the problem.

Earlier I was playing a game and I decided to stop. When I exited, Stardock Fences program had collided some desktop icons, and for some reason I was unable to move them. After a bit I began playing again, and the problem I had experienced the month before had popped up again. I also then remembered having had that same icon problem before.

I'm wondering if anybody has any idea as to what the problem is, and if the problem was caused by Fences as I think it may have been, or something else. I have uninstalled the program, but it did'nt change anything. I would really appreciate any help because I really don't want to do another system install.
